North-South Development Roots and Culture Canada (R&C) is governed by a board of directors that provides oversight and strategic direction for the organization. The board is composed of individuals with diverse skills, experiences, and backgrounds that reflect and support our mission. Within the board, elected officers—including the president, vice president, treasurer, and secretary—hold defined responsibilities to ensure effective leadership and smooth governance.

The board is responsible for defining and upholding R&C’s mission while ensuring all activities align with our core values. To safeguard integrity and accountability, the board establishes and regularly reviews organizational policies, including ethical standards, financial management protocols, and operational procedures. These policies provide the framework for transparent decision-making and sustainable growth.

Chief Executive Officer

KETCIA PETERS

Ketcia Peters is an award-winning entrepreneur and community activist with a record of strong results delivered for individuals and organizations across civil society, government and the private sector.

As the former Community Co-Chair of the Ottawa Police Community and Action Committee (COMPAC) and a strong advocate of crime prevention measures for at risk youth and delinquency, she delivers projects and programs at schools and community organizations that identifies how the system works and addresses issues when caught in the trap of the criminal justice system.

She manages efforts to bring awareness around issues of policing, social justice, and economic development through entrepreneurship. Ketcia was named one of the Top 100 Accomplished Black Canadian Women. In April 2025, Ketcia was honored with the Ottawa Distinguished Women Community Pillars Award, presented on behalf of the Members of Ottawa City Council.

President

CÉSAR NDEMA-MOUSSA

César comes with a long standing record of community advocacy with the Economic and Social Council of Ottawa-Carleton (CESOC), a member of the Ottawa Police Service’s community equity council (CEC), a member of Youth Ottawa Charity, former president of the Caribbean Union of Canada, and a member of the board at the Distress Centre of Ottawa and Region.

Cesar was a member of committees on: Police & Justice, Child Welfare, Poverty & Social Issues, Health/HIV-AIDS, Economics & Development.

Cesar has facilitated workshops on Diversity, Inclusion and Anti-Racism for over a decade. César is fully bilingual.

Grant Writer and program evaluation specialist

RACHEL OROGBO

Mrs. Orogbo is a writer, pundit, and motivational speaker based in Canada’s national capital. She is fluently trilingual in French, English, and Spanish, and holds a Master’s degree in Public Administration from George Washington University.

She facilitates anti-Black racism, diversity, and integration training for corporate clients and has been deeply involved in community activism from a young age. Her contributions include mentoring foster children through the Children’s Aid Society, supporting seniors in local residences, and playing an active role in the successful community movement to save the Montfort Hospital.

Recognized for her leadership and impact, Mrs. Orogbo has been named one of Ottawa Life Magazine’s Top 50 Personalities and is celebrated as one of the Top 100 Accomplished Black Canadian Women.

Immigration Expert

ANDREA PIERCE

Andrea Pierce, RCIC, MBA, PMP, is an immigration expert and active advocate with the United Nations Decade for People of African Descent (UNDPAD) Push Coalition in Ottawa. She delivers orientation sessions and workshops to support immigrants in their settlement journey, providing guidance and practical tools for successful integration.

Andrea holds a Master’s in Business Administration, is a certified Project Management Professional (PMP), and is a Regulated Canadian Immigration Consultant (RCIC) through the Immigration Consultants of Canada Regulatory Council.

Her professional background also includes serving as an Economist with Innovation, Science and Economic Development Canada, where she contributed her expertise in policy and economic analysis.

Program Director

MARC JEAN-PIERRE

Marc Jean-Pierre has a background in Social Sciences Human Kinetics. He has had a long career being involved in intervention programs in the Rehabilitation of adults and seniors. Marc led programs in intervention with youths and adults in high schools and university for strength and conditioning and physical skills testing of sports and physical musculoskeletal development.

As R&C’s program Director he organizes a weekly invention program for youth, providing them with a recreational facility to play basketball and football, followed by training sessions on the importance of various subjects and how they apply to their lives. He facilitates presentations made by working professionals and subject matter experts in multidisciplinary fields which engages the youth with advice and guidance applicable to day-to-day life and career goals.

He is also an internal auditor in the public sector. In addition, he has many years of experience in Physical therapy settings as a Physical therapy Assistant in nursing homes, long-term care facilities, private clinics, Aphasia clinics with neurological disorders and hospitals.

Educator

DAVY-ANTHONY SABOURIN

Davy-Anthony Sabourin, of Jamaican and French-Canadian heritage, was born in Montreal. He is a dedicated human rights advocate whose community work reflects his passion for education, connection, and bridge-building between individuals, groups, and communities—particularly in the areas of anti-racism and mental health.

Davy holds a college degree in Police Technology, a post-diploma in Mental Health and Addictions, and a Bachelor of Social Sciences with a focus on Conflict Studies, Human Rights, and Social Work.

Financial Officer

JEAN-PIERRE DOUMBENENY EYANGO

Jean-Pierre is a graduate of College La Cité in Computer Programming and Computer Engineering Technology. With more than a decade of experience in Information Technology for the Federal Government, he has built a strong and versatile background in systems, software, and technical problem-solving.

His professional journey has given him the opportunity to work on a wide range of projects, sharpening both his technical expertise and his ability to adapt to evolving technologies.

Outside of his career, Jean-Pierre remains deeply connected to his community. He actively participates in local groups and initiatives, driven by a passion for learning and cultural exchange. His curiosity about languages and diverse traditions fuels his belief that knowledge is best gained through shared experiences. For Jean-Pierre, the world is not only a place of work but also a playground for discovery, growth, and building connections across cultures.

Chartered Professional Accountant

JACQUES ABNER MACEUS

Jacques Maceus is a Chartered Professional Accountant (CPA-CGA) and an active member of the Chartered Professional Accountants of Ontario. With over 20 years of experience in corporate accounting, his expertise spans corporate finance, external auditing, and academia.

He has taught accounting at the University of Ottawa, La Cité Collégiale, and universities in Haiti. At La Cité Collégiale, he developed the curriculum for the distance learning Intermediate Accounting course.

Beyond his professional career, Jacques is deeply engaged in his community. He volunteers his skills to support both businesses and individuals and currently serves as treasurer of his church in Ottawa.

Youth Program Basketball Coach

WILLY-PIERRE DIMBONGI

Willy’s coaching philosophy goes far beyond technical skills. Inspired by his own high school coach, he views coaching as a platform to mentor and motivate the next generation. The chance to shape young minds and instill lasting life lessons is what drives his dedication to the sport.

For Willy, coaching is about more than football—it’s about building discipline, teamwork, and resilience in his players.

Now a full-time coach and teacher, he uses his platform to guide youth both on and off the field. His holistic approach ensures that the lessons learned extend well beyond the game, preparing his athletes for challenges in every part of life.

Digital-Marketing Expert

SAMUEL MONPREMIER

Samuel Monpremier is a Paid Advertising and Automation Specialist dedicated to helping contractors and home service companies grow their businesses. Through targeted online ad campaigns, he helps companies hire qualified workers and secure more contracts, while his automated systems convert interest into real conversations and booked jobs.

What sets Samuel apart is his personal journey. Having once been one of the very students he now supports, he understands firsthand the challenges young people and small businesses face when trying to create opportunities.

Today, he uses his skills not only to drive results for clients but also to give back to the community—mentoring youth, supporting local initiatives, and showing the next generation what’s possible with the right guidance and systems.
